<P>PROBLEM TO BE SOLVED: To provide a charging member which achieves suppression of bleeding-out of low molecular weight components to a surface from an elastic layer and charging performance of an electrophotographic photoreceptor at a high level. <P>SOLUTION: A charging member comprises a base substance, an elastic layer and a surface layer.
