PURPOSE: A rotatable and movable target device is provided to effectively train a shooter because a target is rotated and moved right and left or back and forth. CONSTITUTION: A rotatable and movable target device comprises a target unit, a transfer unit, a sensing unit, and a controller. The target unit comprises a main body(110), a lifting part(130), a rotating part(150), and a target(120). The lifting part comprises a lifting motor and a link module(140). The rotating part comprises a base(154) fixed to the link module, a mounting member(153) which is installed in the base and allowed to rotate, and a rotating motor which rotates the mounting member. The target is installed in the mounting member. The transfer unit transfers the target unit. The sensing unit is installed in the target and senses the hitting of bullets on the target. The controller independently operates the lifting part, the rotating part, and the motor parts.
