PURPOSE: A transparency conductivity sheet and a manufacturing method thereof are provided to obtain improved permeability by introducing an anti-reflective layer of a low-refractive-index on the upper side of an electrode layer of a high-refractive-index. CONSTITUTION: A transparency conductivity sheet(10) comprises a transparent substrate(20), a transparent electrode layer(30), and an anti-reflective layer(40). The transparent electrode layer is coated by conducting materials. The transparent electrode layer is formed on one side of the transparent substrate. The anti-reflective layer is formed on the electrode layer. The anti-reflective layer comprises organic and inorganic conductive fine particles(42) and an anti-reflection resin(44). A refractive index of the anti-reflective layer is lower than a refractive index of the electrode layer.
