ENCODER, ENCODING METHOD, AND MOVING IMAGE TRANSMISSION SYSTEM

PROBLEM TO BE SOLVED: To suppress influence which is given to the video quality of a whole moving image by the burst loss of packets and the loss of important frames, while minimizing a network load.

SOLUTION: A moving image transmission system 100 for transmitting multiple moving image streams through multiple transmission lines includes an encoder 200. The encoder 200 includes: a restoration index calculation part 210 for calculating restoration indexes being indexes to be used for the restoration of data packets, which are larger on data packets with higher importance and also data packets included in the moving image streams to be transmitted through the transmission lines with higher packet loss rates among the multiple transmission lines, concerning the respective data packets included in the multiple moving image streams; and a parity generation part 208 for generating a parity stream by performing encoding to generate parity packets with higher probability concerning the data packets with the larger restoration indexes allocated thereto.
