<P>PROBLEM TO BE SOLVED: To generate data on respective versions which can obtain an output image of high image quality. <P>SOLUTION: A gradation conversion processing portion 201 quantizes errors in other pixels to input image data of an m-value in a target pixel, and quantizes the input image data of the m-value in the target pixel into output image data of an n-value. Then, the gradation conversion processing portion 201 decides the target pixel in a version to which a quantization value is to be allocated among two or more types of versions.
