<P>PROBLEM TO BE SOLVED: To provide a positive electrode active material improved in high temperature storage characteristics and stability, and a lithium battery including the positive electrode active material. <P>SOLUTION: There are provided: a positive electrode active material including a lithium composite oxide and a transition metal oxide that contains a transition metal having the oxidation number smaller than the oxidation number in the most stable state; and a lithium battery including the positive electrode active material.
