<P>PROBLEM TO BE SOLVED: To immediately resume storage of information into memory when recovering to the state in which control operation can be normally performed. <P>SOLUTION: When a control device 2 recovers to the state in which control operation can be normally performed, the state change is paid attention and storage of information associated with control operation can be immediately resumed with more priority than any other processing.
