PROBLEM TO BE SOLVED: To provide a production method wherein a vinyl polymer having terminal functional groups can be easily and practically produced and provide a vinyl polymer which has terminal functional groups and is useful as a material for producing various functional materials. SOLUTION: In this production method, an iodine compound which has at least two iodine atoms bonded with carbon atoms attached to an aromatic ring is used as a chain transfer agent; a vinyl monomer is subjected to radical polymerization in a system containing the chain transfer agent to give a vinyl polymer having iodine atoms bonded to the molecular terminals; and the terminal iodine atomes are substituted by groups having functional groups to introduce functional groups into the terminals. A vinyl polymer having terminal functional groups and an Mn of 500-500,000 is obtained by this method.
