<P>PROBLEM TO BE SOLVED: To improve the efficiency and effect of advertisement work, when performing the advertisement work using a data communication network, by a use of the infrastructure of the advertisement work using existing physical media such as paper media, for example, newspaper inserts, and coordination with the advertisement work. <P>SOLUTION: An area-targeting advertisement delivery system defines conventional business areas ("A0001", "A0002", and "A0011") of newspaper inserts of paper media by using general-purpose area divisions (○○○-0001, ○○○-0003, ○○○-0013, etc.) based on postal codes, which are narrower than the business areas, and performs the advertisement work using new data communication.
