PROBLEM TO BE SOLVED: To provide the structure of a water cut off plate capable of remarkably reducing the weight of the plate and a burden for maintenance. SOLUTION: The exterior of the water cut off plate 1 is formed in a box- shaped body 2 by disposing highly durable precast panels 20. At least two or more generally rectangular lightweight materials 3 are disposed parallel with each other in the box-shaped body 2, and reinforcements 4 are disposed on the outside of the lightweight materials. Lightweight filler 5 is filled in a space between the lightweight materials and a space in which the reinforcements are disposed.
