PROBLEM TO BE SOLVED: To solve the problem that valve sticking may be caused by the invasion of resin chips suspended in oil when drain holes are arranged just below valve holes. SOLUTION: The drain holes 25c, 25d are arranged at offset positions from the valve holes 20c, 20d of a valve body 10a. Since the drain hole has a chimney-like elongated space, even if insulation material (varnish or the like) exfoliated from an electric motor is suspended in the oil, the possibility that the insulation material invades from the drain holes 25c, 25d into drain chambers 24c, 24d is reduced.
