<P>PROBLEM TO BE SOLVED: To allocate bands of respective terminals by considering a remaining amount of an allocation possible band at every service under a plurality of policy server environments. <P>SOLUTION: A present value of the band remaining amount which can be allocated to respective services is shared between the policy servers PCRF3. The policy server PCRF3 allocates a band for every service of each terminal MS5. Thus, congestion by excessive allocation of the band is dissolved and delay and packet disposal are reduced. A function for calculating user priority and priority of a request from a request generation time at every service for every band allocation request of the terminal MS5 is provided.
