PURPOSE: An apparatus and method for restoring image considering local characteristic of an image is provided to repeatedly restore an image by projecting the image into a preset area. CONSTITUTION: A local information producer(110) produces local information about each pixel. A parameter producer(120) calculates a pixel mitigation parameter and an image mitigation parameter. An image restoration unit(130) applies a restoration operator by a normalization restoration technique to a projected image. If a next reconstructed image and a previous restoration image satisfies a preset termination conditions, a repetition determination unit(140) determines the next reconstructed image as the final reconstructed image.
