<p>Disclosed are an image processing device and a method with which it is possible to improve encoding efficiency. The disclosed device includes: a scan-order control section that controls, in accordance with a statistical value that indicates the characteristics of an image to be encoded, the scan order in transforming coefficient data, which has been obtained by transforming said image to be encoded, from a two-dimensional array into a one-dimensional array; a scanning section that scans the coefficient data, which is arranged in said two-dimensional array, in accordance with the scan order controlled by the scan-order control section, and that rearranges the coefficient data into said one-dimensional array; and an encoding section that encodes the coefficient data which has been rearranged into said one-dimensional array by the scanning section.
