<P>PROBLEM TO BE SOLVED: To provide an apparatus and method for more effectively producing a pharmaceutical and pharmaceutical-like product. <P>SOLUTION: There is provided the pharmaceutical product including an activator and a carrier substrate for carrying the activator while having the first concave part. In the pharmaceutical product, the activator is substantially arranged in the first concave part. Substantially, there is no presence of the absorption, wherein the activator is absorbed by the carrier substrate. The activator may be arranged in the film on the carrier substrate. The active agent may be enclosed in a polymer film on the carrier substrate.
