<P>PROBLEM TO BE SOLVED: To provide a device for swinging a flap or a door with a spring, which allows pre-stress on a torsion bar mechanism to be adjusted (in an ex-post manner) with ease and at low cost. <P>SOLUTION: The device comprises a torsion bar mechanism 1 which includes torsion bars 1a, 1b, and 1c arranged in parallel and in a zigzag fashion and connected to each other non-rotatably, supports outer torsion bars structured as a shaft bearing torsion bar 1c and a lever torsion bar 1a onto a shaft bearing platform 4 of a follow-up link mechanism 3, connects the lever torsion bar 1a non-rotatably against a length variable lever 6 which is guided by a control curve 5 of the follow-up link mechanism 3, and engages the length variable lever with a connecting rod 7, which is translational motion capable, for rotating a hinge lever 9 which is attached to a flap or door 8.
