Disclosed is an electrode that is for submerged plasma and that can stably generate submerged plasma. The electrode (1) for submerged plasma is configured from two wire-shaped electrodes (3) that are bundled in parallel such that the ends are aligned. The wire-shaped electrodes (3) are configured from: a metal wire (10); a silicone tube (11) that has a tube shape that covers the metal wire (10) and has flexibility; and a tubular ceramic tube (12) that covers the end section of the silicone tube (11). The end surfaces (10a) of the metal wires (10) and the end surfaces (11a) of the silicone tubes (11) are coplanar. The end surface (12a) of the ceramic tube (12) protrudes more in the tip direction than the end plane (11a) of the silicone tube (11).
