PURPOSE: A coaxial cigarette filter and cigarettes including the same are provided to improve the appearance of a cigarette filter and to prevent forgery of the cigarette filter. CONSTITUTION: A coaxial cigarette filter comprises: core(21); and shell(22) which surrounds the core and comes into contact with at least a part of the core. A core cover is located between the core and shell. The cigarette filter(20) does not include the core cover. The rate of the suction resistance of the shell about the core is bigger than 1. The core and shell are combined by plasticizer.
