PURPOSE: An apparatus for manufacturing high-efficient worm gears and a manufacturing method thereof are provided to minimize the loss of a power transmission by guaranteeing the low abrasion ratio of a worm gear. CONSTITUTION: A manufacturing method of a worm gear by cutting comprises the following steps. While a cutting apparatus(300) is rotated, the cutting apparatus is horizontally reciprocated through a guidance to a gear groove(201). While a worm gear main body(400) is moved up and down, the worm gear main body is cut with a cutting apparatus taken to the gear groove. The guidance method of the gear groove is the rotational movement of a helical gear. The worm gear main body is a plate-shape.
