<P>PROBLEM TO BE SOLVED: To provide a mobile communication system, a base station and a mobile communication method which a mobile station can surely receive an advantage of an increase in throughput by a small base station. <P>SOLUTION: A wireless control device 100 comprises: an acquisition unit for acquiring a wireless communication status of peripheral cells positioned around a cell formed by a base station 200; and a threshold determination unit for determining an in-range/out-of-range threshold value based on an acquired result pertaining to the wireless communication status. Based on a reception level of a common control channel and an entire reception level of the base station 200 within a specified frequency band, the threshold determination unit calculates an estimated entire reception level within the frequency band at a point which has the highest reception level of the common control channel sent by the base station 200 in the cell formed by the base station 200, and determines the in-range/out-of-range threshold value based on the calculated estimated entire reception level. <P>COPYRIGHT: (C)2012,JPO&INPIT |
