MOVING IMAGE DECODING METHOD

PROBLEM TO BE SOLVED: To select a conversion system so that optimum encoding processing is performed in accordance with characteristic of an image signal.

SOLUTION: An encoding controller 30 stores history of a conversion system selected previously, outputs a signal 203 controlling so that the same conversion system is selected to a conversion system controller 31. Any one of an inverse conversion unit A91 or B92 inputs a conversion coefficient signal in which inverse quantization is performed by an inverse quantization unit 81, performs inverse conversion by each conversion system, and outputs conversion coefficient signal in which inverse conversion is performed.
