PROBLEM TO BE SOLVED: To provide an electric power demand management apparatus capable of performing energy saving.

SOLUTION: An electric power demand management apparatus comprises: an electric power demand obtaining unit for obtaining an estimated electric power demand which is an estimated electric power demand in the future predetermined period; a user information storage unit for storing sensitivity indicating probability in which a user consents to a requirement for each user for each requirement method or requirement condition in which the user is required to restrict electric power demand when the user is required according to a requirement method or requirement condition; a user selection unit for selecting a first user whose sensitivity for a first requirement method or requirement condition is equal to a first reference value or more and a second user whose sensitivity for a second requirement method or requirement condition is equal to a second reference value or more when an estimated electric power demand exceeds a predetermined target value; and a restriction requirement unit for requiring restriction of electric power demand for the first user according to the first requirement method or requirement condition and requiring restriction of electric power demand for the second user according to the second requirement method or requirement condition.
