<P>PROBLEM TO BE SOLVED: To provide a valve timing adjusting device for accurately controlling a rotational phase and reducing the size. <P>SOLUTION: In a sleeve 62, communicating ports 621 and 623 are arranged on port-side virtual planes Pp1 and Pp2 inclining in the radial direction of an axial directional hole 626 of the sleeve 62 together with drain ports 620 and 624. The sleeve 62 integrally includes seal projections 660 and 680 for sealing a space with a spool 64 by bringing projection-side tip parts 660a and 680a into contact with the spool 64 by projecting to the inner peripheral side from the axial directional hole 626.
