Disclosed is an electricity demand management device that is capable of achieving electricity conservation. The electricity demand management device comprises an electricity demand acquisition unit, which acquires predicted electricity demand that is predicted for a predetermined future period; an electricity consumer information retaining unit, which retains a response level for each electricity consumer that denotes the probability of an electricity consumer accepting a request to constrain electricity demand on either a per request method or per request condition basis, when said request is made of the electricity consumer with either a given request method or request condition; an electricity consumer selector unit, which, when the predicted electricity demand exceeds a predetermined target value, selects a first electricity consumer with a response level greater than a equal to a first reference value for either a first request method or request condition, and selects a second electricity consumer with a response level greater than or equal to a second reference value for either a second request method or request condition; and a constraint request unit, which requests, with either the first request method or request condition, that the first electricity consumer constrain electricity demand, and requests, with either the second request method or request condition, that the second electricity consumer constrain electricity demand.
