<P>PROBLEM TO BE SOLVED: To provide a charging device that exhibits high cleaning ability for a charging member, is inexpensive and allows downsizing, and an image forming apparatus having the charging device. <P>SOLUTION: A charging device 3 has a charging roller 31 for charging a photoreceptor drum 2, and a planer brush 35 having a support plate 35a and a brush part 35b which protrudes from the support plate 35a and comes into contact with a surface of the charging roller 31 for cleaning the surface of the charging roller 31.
