<P>PROBLEM TO BE SOLVED: To provide a bag-making and packaging machine suppressing tension, slack or the like of a tape included inside a bag. <P>SOLUTION: The bag-making and packaging machine 1 includes a packing material supply part 6a, a tape supply part 6b, a former part 13 and a tape guide member part R, and fills a material to be packaged into the bag while making the bag. The bag has the tape T1 extended in the vertical direction of the bag in the inside of the bag. The packing material supply part 6a supplies the sheet-like packing material. The tape supply part 6b supplies the tape T1. The former part 13 has a tubular part 31 and a sailor part 32. The sailor part 32 is arranged so as to form such a gap that the packing material is inserted between the tubular part 31 and the sailor part.
