<P>PROBLEM TO BE SOLVED: To provide an anti-theft device and system for construction machinery preventing a construction machinery from being stolen by detecting removal of a SIM card inserted in a communication device on the construction machinery. <P>SOLUTION: A thief attempts to deactivate remote control of a construction machinery by a manager by removing a SIM card 55. If an identification number stored in the SIM card 55 is not recognized, a communication device 5 cannot communicate with a control server 2. In such a case, even if the manager notices abnormality on a hydraulic shovel 1 and sends a lock command, the hydraulic shovel 1 is not locked. As such, the prior art cannot deal with the removal of the SIM card 55 by the thief. In the present embodiment, if the identification number is not recognized, a second computing function 67 in an anti-theft device 6 sends a lock command through a command output 63 to a body controller 7 to lock the hydraulic shovel 1.
