<P>PROBLEM TO BE SOLVED: To provide a development apparatus capable of thinning and equalizing a developer layer while suppressing degradation of developer, and an image forming device including the development apparatus. <P>SOLUTION: A development apparatus 20 includes a developer reservoir 11 for stirring and storing developer including non-magnetic toner and magnetic carrier, a developer carrier 22 that includes a carrier surface 26 for carrying the developer and a first magnet 29, rotates in a predetermined direction, receives the developer from the developer reservoir 11 on the carrier surface 26, and supplies the developer to a predetermined image carrier 10, a magnetic member 30 that is positioned opposite to the first magnet 29 and forms a given regulation gap G between the magnetic member 30 and the carrier surface 26, and a second magnet 35 that is positioned downstream of the magnetic member 30 in the rotation direction of the developer carrier 22 and includes a pole having a polarity different from the polarity of the first magnet 29.
