PROBLEM TO BE SOLVED: To provide a nickel-plated steel plate for battery cans with excellent perforation resistant and its manufacturing method.

SOLUTION: A nickel-plated steel plate for battery cans with excellent perforation resistant has a nickel plating layer with nickel coating weight (A) of 5 g/m2or more on at least one side of the steel plate. At least a part of the plating layer forms an Fe-Ni diffusion layer containing base metal, and has Zn-Ni alloy plating layer on the upper layer of the plating layer whose coating weight (B) is within a range of 1 g/m2to 20 g/m2with A/B ratio of not less than 2.
