PROBLEM TO BE SOLVED: To provide a driver's state determination device for determining the deterioration of a concentration degree of a driver with respect to driving.SOLUTION: The driver's state determination device includes: a blink detection unit 13 for detecting the generation of a blink of the driver; a cluster blink determination unit 15 for determining whether the blink detected by the blink detection unit 13 is a cluster blink or not; a cluster blink generation frequency calculation unit 17 for calculating the frequency of the generation of the cluster blink determined by the cluster blink determination unit 15; and a driver's driving concentration degree determination unit 19 for determining that the concentration degree of the driver with respect to driving is deteriorated when the frequency of the generation of the cluster blink calculated by the cluster blink generation frequency calculation unit 17 exceeds a predetermined threshold.
