<p><P>PROBLEM TO BE SOLVED: To provide a radio network capable of efficiently transferring a packet. <P>SOLUTION: A radio device 1 selects radio devices 5, 7 and 8 having relatively a large number of transfer packets as a transfer terminal among radio devices which transfer a packet to the radio device 1 at the second hop, creates a transfer terminal list composed of the selected radio devices 5, 7 and 8, and transfers a packet with the created transfer terminal list included therein. The radio device 8 receiving the packet from the radio device 1 selects, as a transfer terminal, radio devices 6, 9 and 10 which have a relatively low ratio of transferring the packet from the radio device 1 at the second hop, and creates a transfer terminal list composed of the selected radio devices 6, 9 and 10.
