PROBLEM TO BE SOLVED: To allow intra prediction in an arbitrary direction without limiting the direction of the intra prediction to a predetermined pattern, and reduce a bit rate by transmitting no direction of the intra prediction.SOLUTION: The intra prediction device includes: edge estimation straight line generator (11, 12) for selecting pixels included in a reference block as indirect reference pixels to generate an edge estimation straight line which is the straight line passing through the plurality of indirect reference pixels and the straight line estimating the edge direction of an image of a prediction block; a direct reference pixel extraction unit (13) which selects a pixel to be used as calculation of a pixel value of the predicted pixel among the indirect reference pixels as a direct reference pixel and extracts a direct reference pixel existing on the edge estimation straight line for every pixel of the prediction block; and a non-direction prediction unit (14) which generates a prediction image of the prediction block based on the direct reference pixel.
