PROBLEM TO BE SOLVED: To provide a transmission device which can generate air bubbles or air films in lubricating oil and reduce a stirring loss and a dragging loss by making use of the existing member of a transmission device.SOLUTION: The transmission device is provided with a rotor 1 which rotates with its lower part dipped in a liquid, and concavities 2, 7 are provided to the rotor 1 to take in air outside the liquid and generate air bubbles or air films in the liquid by shearing the air by the shearing force of the liquid. Because of these air bubbles or air films, a stirring loss and a dragging loss caused by the friction on the contact surface between the liquid and the rotor 1 can be reduced.
