PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet containing no chromium in a coating film and having both excellent conductivity and corrosion resistance.SOLUTION: The surface-treated steel sheet is produced by: forming a first coating film on the surface of a galvanized steel sheet or an aluminum-plated steel sheet by applying a surface treating liquid, which is prepared by adding an organic phosphoric acid compound, a vanadic acid compound, a zirconium carbonate compound and a silane coupling agent in specified proportions to a titanium-containing aqueous solution obtained by mixing a specified titanium compound with hydrogen peroxide water, and further if necessary, adding a water-soluble organic resin and/or a water-dispersible organic resin in a specified proportion; and forming a second coating film thereon by using a surface treating liquid containing an organic resin, wherein the total film thickness of the first coating film and the second coating film is 0.1 to 2.0 μm per one surface of the sheet. |
