PROBLEM TO BE SOLVED: To set a bit rate so as to record all codes of a moving image in a recording medium with respect to an encoder of a variable bit rate system.SOLUTION: A cumulative code amount calculation unit 14 outputs a cumulative code amount D. A remaining capacity calculation unit 15 subtracts the cumulative code amount D from recording medium capacity C to obtain the remaining capacity (C-D). An encoded recording time length acquisition unit 16 acquires encoded recording time length N. A remaining recording time length calculation unit 17 subtracts the encoded recording time length N from moving image recording time length M to obtain the remaining recording time length (M-N). A bit rate calculation unit 18 divides the remaining capacity (C-D) by the remaining recording time length (M-N) to obtain the bit rate K. A bit rate setting unit 19 sets bit rate BR equal to the bit rate K in a bit rate calculation unit 22 of an encoder 2.
