PROBLEM TO BE SOLVED: To provide a mode converter which controls resonance of a TE11 mode by reducing the occurrence of the TE11 mode, and a rotary joint using the mode converter. SOLUTION: The mode converter has a rectangular waveguide 1, a circular waveguide 2 which is vertically connected to the rectangular waveguide 1, and a circular waveguide 3 which has a radius different from that of the circular waveguide 2 and is connected to the circular waveguide 2. The rotary joint is formed by combining two mode converters. Specifically, the circular waveguides 3 of the two mode converters are connected, a choke is provided at the connection part, and one mode converter is connected to the other mode converter so as to rotate around the axis of the circular waveguide 2 and the circular waveguide 3 with a different radius.
