PROBLEM TO BE SOLVED: To provide a ticket medium processing system and a ticket medium processing method, capable of improving service to users. SOLUTION: The ticket medium processing system includes: a storage means which stores a ticket examination record corresponding to the identification information of each ticket medium; a reading means which reads out the identification information from the ticket medium; a determination means which refers to the ticket examination record stored in the storage means based on the identification information read out by the reading means and determines whether issue of a commutation ticket is more profitable; a guide means which guides a profitable effect determined by the determination means; an input means which receives an issue instruction of a commutation ticket determined as a profitable effect by the determination means; and an issue means which issues the commutation ticket whose issue instruction is received by the input means.
