PROBLEM TO BE SOLVED: To reduce a setting load in a user.

SOLUTION: A connection condition management server for managing inter-VPN connection collects band information of a path used for predetermined inter-VPN connection from a VPN termination device and an aggregate virtual router. The connection condition management server collects application information, related to applications used by a user in terminals from the terminals under respective VPNs. The connection condition management server creates setting information of an application, according to the band of a path used for predetermined inter-VPN connection, based on the band information and the application information, and notifies the terminals under the respective VPNs regarding the setting information created.
