PROBLEM TO BE SOLVED: To achieve bandwidth control within a secured bandwidth, bandwidth control according with a contrast form, and efficient bandwidth control.

SOLUTION: A multicast relaying apparatus 4 includes: a channel information table 61 wherein transfer quality classes for discrimination between a bandwidth secured class and a minimum bandwidth secured class and company information are stored; a bandwidth information table 62 wherein allocated bandwidths and bandwidth information of bandwidths for use per transfer quality class and piece of company information are stored; a bandwidth secured class distribution setting part 751 which performs distribution setting processing when a transfer quality class determination part 72 determines a transfer quality class to be the bandwidth secured class; and a minimum bandwidth secured class distribution setting part 753 which refers to bandwidth information stored in the bandwidth information table 62 to perform distribution setting processing when the transfer quality class determination part 72 determines the transfer quality class to be the minimum bandwidth secured class.
