<P>PROBLEM TO BE SOLVED: To provides a technique for stably forming a radio network, even when base station apparatuses are operated by storage batteries. <P>SOLUTION: A plurality of these base station apparatuses execute inter-base-station communications, while the terminal apparatus is connected to any one of the base station apparatuses; and a collecting part 32 collects, from each base station apparatus, information regarding the remaining amount of the storage battery used for driving the base station apparatus. A detecting part 34 detects, based on the collected information, a first base station apparatus at which the remaining amount is set lower than a threshold value and to which the terminal apparatus is connected, and a selecting part 36 selects, based on the collected information, a second base station apparatus to which the terminal apparatus connected to the first base station apparatus can be connected.
