PROBLEM TO BE SOLVED: To provide a fixing device that efficiently and uniformly heats a fixing member by a planar heating element, and an image forming apparatus. SOLUTION: The fixing device includes: a fixing sleeve 21; a pressure roller 31; a contact member 26 which is disposed on an inner circumferential side of the fixing sleeve 21, and comes into contact with the pressure roller 31 through the fixing sleeve 21 to form a nip part; a planar heating element 22 which is disposed in contact with or close to the inner circumferential surface of the fixing sleeve 21 and heats the fixing sleeve 21; a heating element supporting member 23 which is disposed to hold the planar heating element 22 between the heating element supporting member 23 and the inner circumferential surface of the fixing sleeve 21, and supports the planar heating element 22; a rotation supporting member 27 that is a cylindrical pipe member for supporting the rotation state of the fixing sleeve 21, and has an opening for exposing the planar heating element 22 to the fixing sleeve 21; and a tension roller 32 which is disposed between the fixing sleeve 21 and the rotation supporting member 27, and applies tension to the fixing sleeve 21 so that the fixing sleeve 21 comes into contact with the rotation supporting member 27 at a predetermined place in a circumferential direction.
