PROBLEM TO BE SOLVED: To improve adjusting accuracy when adjusting the optical axis of a headlamp. SOLUTION: This optical axis adjusting device of the headlamp is a device for adjusting the optical axis of the headlamp arranged in a vehicle, and includes light output parts 20, 21 and 22 for radiating the light extending in the first direction, a light receiving part having a plurality of light receiving elements 26 arranged along the first direction, and an arithmetic operation part connected to the respective light output parts and the light receiving part. The arithmetic operation part includes a coordinate arithmetic operation part for calculating a plurality of coordinate values corresponding to a position irradiated with the light by the light output parts based on respective output signals of the plurality of light receiving elements of the light receiving part and an angle detecting part for generating a control signal for adjusting the optical axis of the headlamp based on an inclination by calculating the inclination of the vehicle based on the plurality of coordinate values.
