PROBLEM TO BE SOLVED: To provide a ground surface water discharge structure which enables an excellent drainage effect to be obtained by simple construction work without use of a culvert drain pipe by using an inexpensive recycle material, that is, granulated waste melting furnace slag of a waste melting furnace as a drainage material, and which can make a construction period shorter than that of conventional construction, and to provide a method for constructing the ground surface water discharge structure. SOLUTION: This ground surface water discharge structure for discharging ground surface water within drainage areas of grounds of various facilities including a school, an athletic ground or a park is characterized in that a vertical hole 4 for drainage, which is filled with the granulated waste melting furnace slag 3 of the waste melting furnace 3 obtained by rapidly crushing molten matter, produced by applying melting treatment to general waste and industrial waste at a high temperature of 1,200°C or above in the waste melting furnace, with water, is formed in the ground surface within the drainage area.
