PROBLEM TO BE SOLVED: To provide an electrolysis cell having a bilayer membrane; a system for producing high-purity oxygen; and a method therefor. SOLUTION: The electrolysis cell 10 includes: an anode 12 having an anode electrode 14; a cathode 16 having a cathode electrode 18; the bilayer membrane 20 having an untreated membrane layer 22 and a platinum-exchanged membrane layer 24; a direct-current (DC) power source 26; an external circuit 28; a water supply line 30; low-pressure hydrogen 32; and high-pressure oxygen 34. The anode 12 is arranged at one side of the electrolysis cell 10, and the cathode 16 is arranged at the opposing other side of the anode. The bilayer membrane 20 is arranged between the anode 12 and the cathode 16. Out of the bilayer membrane, the untreated membrane layer 22 is arranged so as to be adjacent to the anode 12, and the platinum-exchanged membrane layer 24 is arranged so as to be adjacent to the cathode 16. The direct-current power source 26 is connected to the anode electrode 14 and the cathode electrode 18 through the external circuit 28, and supplies an electric power to the electrolysis cell 10.
