PROBLEM TO BE SOLVED: To achieve fast charging by a proper charging voltage regardless of the level of an amount of remaining charge in an external storage battery being a charging target and mounted, for example, to an electric vehicle (EV) 30. SOLUTION: When charging to an external storage battery from a charging internal battery 10, an initial charging voltage V1 is set so as to prevent an excessive charging current from flowing into the external storage battery. After the start of charging, a charging current I1 is measured. When the measured charging current I1 drops to or below a prescribed value Is, the charging voltage is sequentially raised within a range that prevents the excessive charging current from flowing into the external storage battery.
