PROBLEM TO BE SOLVED: To reduce a control delay caused by a transmission delay in a command, by transmitting the command at a high speed to a large number of traveling carriages. SOLUTION: A system server and an access point are connected via a ground LAN, and the command is transmitted by radio transmission with every control period to a plurality of traveling carriages from the access point, and a report is transmitted by radio transmission with every control period to the access point from the plurality of traveling carriages. The access point transmits the command without exchanging a signal for confirming a transmission right between the traveling carriages and itself in a time zone for the access point. The traveling carriages transmit the report after exchanging the signal for confirming the transmission right between the other traveling carriage and itself in a time zone for the carriages.
