PURPOSE: An apparatus for motion estimation and an image processing apparatus are provided to reduce the motion estimation performing time by determining a block search location based on a user input signal. CONSTITUTION: An input receiving unit(110) receives a user input. An input pattern analysis unit(120) analyzes the received user input pattern. A storage unit(140) stores the history information of the motion vector according to the user input pattern. A moving prediction unit(130) predicts the motion vector of a motion estimation block of the current frame using the motion vector history information.
