PURPOSE: A soundproof and insulating material for a slab using waste limestone powder is provided to implement sound insulation between floors even in case of irregular floor surfaces by employing a flexible sealing structure. CONSTITUTION: A soundproof and insulating material for a slab using waste limestone powder comprises a sealing member(10) which is made of a hollow flexible material, an air volume control unit(30) which is formed on a side of the sealing member and selectively allows the flow of air, and waste lime powder(20) which is filled inside the sealing member.
