PROBLEM TO BE SOLVED: To provide a semiconductor device that reduces noise with a small chip size, and to provide a method of designing the same. SOLUTION: The semiconductor device includes a functional macro 11 which includes an element 13 varying in capacity in accordance with an input, and has a predetermined function, and a capacity control circuit which controls the capacity of the functional macro 11 by the element 13 when the functional macro 11 is not in use.
