PROBLEM TO BE SOLVED: To achieve video recording and playback of a high resolution moving picture, without needing a high performance DSP and a large capacity RAM. SOLUTION: A server 2 includes a procedure for receiving a moving picture captured by a mobile phone 1 that can perform moving picture capturing and wireless communication by a YUV format, a procedure for encoding the received moving picture, a procedure for decoding the encoded moving picture, and a procedure for transmitting the decoded moving picture to the mobile phone, wherein the mobile phone 1 receives the decoded moving picture from the server 2 to reproduce the decoded moving picture.
